Why does internet explorer open when downloading jar files

When I try to open Forge's installer, it brings up a page through internet explorer, and has the icon to match. It doesn't go beyond this screen, and only repeats the process. I've already installed Jar fix, and it's not helped. When I download OptiFine and go to open it it opens an internet explorer page. I've downloaded the latest version of java. Instead of the icon being the java logo it shows the icon for internet explorer. I've tried downloading different versions of optifine but it does the same thing. If anyone knows how to fix this issue please help. Thanks. If it doesn't work, open a Command Prompt window in the folder where the Optifine installer is and see if you can run the JAR file from the command prompt (on Windows you can hold the shift key, right click on an empty location within Explorer (not IE, Explorer, the file explorer) and click "Open command window here", you can Google how to open.
